Cummerbund

A cummerbund is a broad waist sash, usually pleated, which is often worn with single-breasted dinner jackets. The cummerbund was first adopted by British military officers in colonial India and later spread to civilian use. The modern day use of the cummerbund is as a component of semi-formal or black-tie dress.

While is may have begun as a term used for men, it is now used to describe any wide waist sash, usually sewn in on girls and women's dresses.
